Frank Bland

CPA/Partner

Frank Bland is the Managing Partner at Waxman and Bland CPAs with nearly 30 years of public accounting experience. He has operated his own accounting practice since 1995 and has also spent a significant portion of his career in private industry within Fortune 500 companies. This combination has provided him with a deep understanding of complex corporate environments and firsthand insight into how businesses operate from the inside.

Frank advises clients across a broad range of industries, including media, public relations, home health care, and real estate. He works closely with business owners and management teams to present financial information in a clear, practical, and actionable manner, supporting informed decision-making for both growing and established organizations.

Outside of the office, Frank enjoys spending time with his family and golfing. He is a member of the American Institute of Certified Public Accountants and the New York State Society of Certified Public Accountants.

Andrew Persampire

CPA/Partner

Andrew Persampire is a Partner at Waxman and Bland CPAs and has extensive experience providing sophisticated tax planning and compliance services to high-net worth individuals and their families as well as complex investment structures.

Prior to joining Waxman and Bland CPAs, he served most recently as Tax Director at a boutique Manhattan accounting firm, where he advised ultra-high-net worth individuals and families, nonprofits & hedge funds. He began his career at Arthur Young before joining Deloitte & Touche.

Andrew earned a B.S. in accounting from SUNY Binghamton and a master’s degree in taxation from Long Island University. Outside of his professional practice, Andrew enjoys spending time with his family, caring for their dogs and cats, and playing golf.

Patricia A. Gugliuzzo

Tax Director

Patti Gugliuzzo is a trusted tax professional with more than 20 years of experience advising individuals, high-net-worth families, and small to mid-sized businesses. She currently serves as Tax Director at Waxman & Bland CPAs, where she brings a personalized, client-focused approach rooted in deep technical expertise. Her commitment to personalized service has been a career cornerstone, and she takes pride in delivering exceptional service to her clients.

Prior to joining Waxman & Bland, Patti was a Senior Tax Manager in Private Client Services at Ernst & Young, with a focus on high-net-worth individuals and families invested in hedge funds and other complex investments. Earlier in her career, she held the role of Tax Manager at a boutique accounting firm on Long Island, focusing on clients with significant real estate holdings.

Patti is a graduate of Hofstra University, where she earned a B.B.A. in accounting. She lives with her family in Fort Salonga, New York, and enjoys sailing, reading, and spoiling her handsome rescue dog, Tucker.

Elizabeth Moore Walsh, Esq.

Tax Manager

Elizabeth Moore Walsh is a Tax Manager at Waxman & Bland CPAs with extensive experience in the areas of gift, estate, and trust taxation.  Prior to joining Waxman & Bland, Elizabeth was a Tax Manager at Ernst & Young in the Private Client Services group where she focused on gift, estate and trust taxation for high net-worth clients.  Elizabeth also practiced law for many years on Long Island where she engaged in all aspects of trust and estate litigation, estate planning, estate administration, and gift and estate taxation.

Elizabeth graduated from the College of the Holy Cross in Worcester, MA and earned her J.D. from St. John’s University School of Law in NY.  She lives with her family in Garden City, NY where she is an active member of the community. 

John Rodriguez

Bookkeeper

John Rodriguez is a bookkeeper at Waxman & Bland CPAs and brings over 18 years of comprehensive bookkeeping experience to the firm. Throughout his career, he has supported clients across a wide range of industries, from small family-owned businesses and start-ups to large hedge funds.

Prior to joining Waxman & Bland, John worked at a boutique accounting firm in New York City, where he developed a solid reputation for accuracy, reliability, and client service. He is highly skilled in maintaining accurate financial records, preparing detailed reports, and supporting clients with day-to-day accounting and compliance needs.

John’s breadth of experience and attention to detail make him a valuable resource to both clients and colleagues, contributing to the firm’s commitment to exceptional service.

Savanah Keicher

Office Manager

Savanah is the Office Manager at Waxman & Bland and has more than 10 years of experience in Corporate America supporting senior leadership across a broad range of industries. She is an accomplished professional with expertise in office operations and client relationship management.

Prior to joining Waxman & Bland, Savanah served as a Business Development Client Relationship Manager for a financial institution, where she managed and strengthened key client partnerships, and as an Event Planner for a nationally recognized non-profit organization. Her background includes extensive experience providing high-level support to C-suite executives, coordinating complex initiatives, and maintaining trusted professional relationships.

Outside of the office, Savanah enjoys hiking, yoga, paddleboarding & live music.
